Stunned House Republicans vowed campaign changes Wednesday and debated the wisdom of attacking Democratic presidential front-runner Barack Obama in congressional races after their third straight election defeat in once-friendly territory.
"The political atmosphere ... is the worst since Watergate and far more toxic than the fall of 2006 when we lost 30 seats," Rep. Tom Davis of Virginia wrote the leadership in a bluntly worded memo.
"Clearly, I think we've got to do a better job" going into the November elections, said the Republican leader, Rep. John Boehner of Ohio, one day after Democrat Travis Childers won a Mississippi congressional victory. That seat had been in Republican hands since the 1994 landslide that swept the GOP into power.
Several lawmakers and aides said a change was possible but far from certain at the National Republican Congressional Committee, where Oklahoma Rep. Tom Cole is chairman. Party leaders also said they were on the verge of distributing a campaign season manifesto to their rank and file setting out conservative positions on taxes and other issues.
Davis, a former chairman of the campaign committee who is retiring at the end of this year, noted that polls show Americans overwhelmingly believe the country is headed down the wrong track, President Bush is unpopular, and the Democratic Congressional Campaign Committee enjoyed a cash advantage of $44 million to $7 million as of March 31.
Childers' victory came one week after Rep. Don Cazayoux won a House seat in the Baton Rouge, La., area that had been in Republican hands for three decades. Over the winter, Rep. Bill Foster won an election in Illinois to succeed former House Speaker Dennis Hastert, who had been in Congress more than 20 years.
All three races were necessitated by resignations from incumbent Republicans.

Gee how about actually standing for something Grand Old Panderers?
Pssssst ... it ain’t the Obama thing that is killing the GOP. It’s the morphing into big spending, left leaning moderates instead of remaining the conservatives the people elected.
Buttwipe Repubes in congress have it backwards, as usual.
The GOP is toast. We're watching a train wreck in slow motion.
Get ready for the bad old days of Carter all over again, folks.
How about acting like conservatives for a change. The Republican Party is lost. They are really earning the label of the stupid party these days.
It is downright shameful that GOP leaders don’t have the guts to tell the truth about a rival candidates for fear of being labeled divisive or racists. McCain and the GOP will lose miserably in November unless they are willing to call a spade a spade and draw comparison on Hussein and McCain. It will more than likely be a swiftboat type group of people who get the truth out to help some Republicans win elections.
Richard Simmons has more stones than McCain.
Sometimes, the quality of the product really does outweigh the slickness of the packaging. I would be surprised if the 3 losing GOP candidates were conservatives running as conservatives.
Its like baseball.
As most people know, if one roots for a team, they are basically rooting for laundry...you know, empty suits. Except for the rare fan/player....you know, the local kid who is a die hard fan who realizes his dream of actually playing for the team he loves....the average team does not get what the team stands for and is not a fan.
segue to congress and the large chunk of politicians who have no idea what the team stands for and you have our republican representatives. a bunch of empty suit designated loosers.
GOP stuned when Conservativism beats RINOism.
The voters think they got the better candidate, wonder how much power they will actually have in Congress. Will these Democrats actually get seated on panels?
Dump the Elephant symbol for this one, GOP!
Misreading the tea leaves there. The Democrat led congress has an even lower rating than the President. And all 3 contenders for the Presidency come from Congress.
The conservative voting base has every right to be angry.
Pretty sad when the dem candidates are more conservative than the gop candidates.
It’s not called The Stupic Party for nothing. Never fail to learn the wrong lesson. They think they lost Congress and Senate in 2006 because they’re not “moderate” enough.

2) Email the RNC Leadership and tell them your fed up.
Chairman@gop.com, Administration@gop.com, Finance@gop.com, MemberRelations@gop.com, Info@gop.com, Political@gop.com, RNCommunications@gop.com , Membershipservices@gop.com
Email them and Call them 2 or 3 times a Week. Make their phones ring off the hook. They will NOT change unless they hear from us, a lot.
And what truly gets their atention: Money. If they see that the grassroots are going to withhold their life-blood, they have to react.
Another item for Jorge’s Legacy.....
Our Republican Guard is now doing the same thing. What a shame that the very people we sent to DC turned their backs on us and made the problems worse instead of better.
How about blatantly corrupt politicians.
Such as Louisiana Senator Quinn (R) trying to slip through a bill (SB543) that would have greatly expanded the legislative privilege to not have to answer to any civil court, criminal court or agency while they are in session to 60 days after the session ends.
She claimed she was just ‘cleaning up messy code’. Instead she was seeking to get a 60 continuance after every out of session committee hearing.
Which if passed would have exempted those pols on monthly committees from EVER having to go to court while there were in office!
The bill passed the Senate unanimously. It took a (D) in the House committee to trim that request down to 3 days.
So instead of giving us real reform* - such as Texas had done in 2003 - all she has done in her first year as chairperson of Jud A is to bring us shame.
* Texas reforms:
- Must sign a sworn affidavit that they will actually do some work on the case.
- Must also file all requested continuances with the Board of Ethics.
- Exemptions for life threatening matters or where there is injury to a substantial right where the continuances are ‘discretionary’ with the court instead
- Continuances are discretionary when the attorney-legislator signs onto a civil case within 30 days of trial and onto a criminal case within 15 days of trial.
Buttwipe Repubes in congress have it backwards, as usual.
Asleep at the wheel!....
Misreading the tea leaves there. The Democrat led congress has an even lower rating than the President. And all 3 contenders for the Presidency come from Congress.
True, but approval ratings for Congress are misleading.
Nobody likes Congress as a whole, but most people like their own Congressmen. That's why they keep getting elected.
You are SO right, mgc1122!! This news is not good as I had hoped that the gop would win back the House, given that with either McCain or Obama, there will be 4 tough years where Amnesty may get passed...I don’t know if there’s enough time for conservatives to take back the House. Bush’s legacy may not be the 2006 gift back to the libs, but 2008 as well. And considering Pelosi’s do nothing House, leaving her in power is a huge mistake.
Yeah, like some dimwad from the AP knows how GOP leadership (if it can be called that) is thinking.....
“Clearly, I think we’ve got to do a better job”
Time ran out on that concept 4 yrs ago and the GOP still don’t get the message from the voters.
Game over.
Jeannemarie actually called herself a “RINO” in her campaign ads, and said her opponent was out of step with the constituients because he's anti-abortion and pro-gun. The trend is clear, even in mostly-liberal Northern Virginia: conservative Democrats will beat liberal Republicans.
Obama will be the next President, I fear. McCain is too weak to stand up and fight, and is running as a moderate.
The GOP leadership are a bunch of morons.
