An Oak Ridge labor leader and former Anderson County commissioner was charged with statutory rape after he allegedly sexually assaulted a 13-year-old boy at a West Knoxville exercise facility Thursday.
Carl R. "Bubba" Scarbrough, 62, is free on $10,000 bond following his arrest Thursday on a charge of statutory rape, court records show.
Scarbrough allegedly performed oral sex on the minor in the steam room of Fort Sanders Health and Fitness Center, 270 Fort Sanders West Blvd., according to Knox County court records.
"The defendant followed the victim into the steam room. The defendant sat beside the victim and began to ask questions," according to the Knox County warrant filed by Ray Treece.
Fort Sanders Health and Fitness Center is in the city limits, but the case was handled by the Knox County Sheriff's Office, according to KPD spokesman Darrell DeBusk.
"The defendant then fondled the victim and while sitting down began to perform oral sex on the victim as he continued to fondle him," the warrant reads.
The warrant was signed by the boy's mother, who had taken her son to the facility Thursday afternoon.
The boy's father commended the initial investigation by the Knox County Sheriff's Office and said he contacted the FBI to press for a probe of Scarbrough.
"They (FBI) don't know if this is a national security issue," he said Friday afternoon.
In accordance with News Sentinel policy, the man's name is being withheld to protect the identity of the rape victim.
Gary Kidder, spokesman for the Knoxville office of the FBI, said Friday that he could not comment on whether the bureau is investigating Scarbrough.
Scarbrough, who is the President of the Atomic Trades and Labor Council, did not return calls from the News Sentinel for comment.
When asked for comment about Scarbrough's arrest, Bill Wilburn, a Y-12 spokesman, said, "The only thing I can say is we have no information about anything like that at this time."

Except in Washington State where he could possibly qualify for at least five ballots, especially in King County.
Why would you allow a 13 year old boy to go into a steam room, presumably naked, at a health center. In my state you have to be 18 to go to a gym or health center. Even if accompanied by your parents you have to be at least 16.
Interesting point, it must be a State thing.
Years ago, we had a family membership at a fairly expensive Health Club, here in California. My daughter was too young, but the boys were allowed, because they were over 13. They stayed out of the sauna/steam room area, because the sight of the "old naked guys" grossed them out. On the women's side, my wife avoided the sauna/steam room area because it was too much like a competition.
Now, we belong to a simple gym, with no sauna/steam rooms, but lots of weights and machines. I've noticed quite a few kids there, but they're well behaved and are focused on the exercise.

Another democrat leader goes down , Carl R."Bubba" Scarbrough of Anderson county is free on $10,000 bond following his arrest on a charge of statutory rape of a 13 year old boy. My sources tell me this is not his first act of perversion but in the past he was let go by the police and the words "when finding out of the suspects political status he was released" were actually used on the police report as the reason to let him go . Maybe they can replace him with democrat leader Marty Taylor of Roane county who was quoted as saying "we are for pornography, marijuana and gambling" on a recent T.V. show.
Actually it might be an insurance thing. I haven't been able to find the laws on this but I know at the Gold's I used to belong to it was 18 to be by yourself and 16 if were accompanied by an adult.
The Gym I belong to now used to be a Gold's. High School kids are there by themselves, and I've seen much younger children working out with a parent.
Are you sure. Democrats get votes from surprising places.
