Let's face it...
People are rotten. Governments are rotten.
Human history is mostly slaughter, oppression, and privation. True freedom—in the context of civil government that protects that freedom—is a relatively recent phenomenon.
English history was made by humans, and by the governments the they empowered or suffered to rule over them. And it is a history filled with the kind of rotten behavior by people and governments that we have seen in every corner of the globe for all of human history. And yet...
...something put the English ahead of the game on developing representative, free models of governance. They have always been just ahead of the rest—on the cutting edge of freedom.
"Just ahead" of the pack does not mean they were wonderful and the rest were terrible. It just means that they were ahead.
What was it? What put them ahead of the game? Some mix of many influences, gathered together on that island, resulted in documents and declarations of rights that were, again and again, ahead of their time.
There's little doubt that Roman influence played a great role. Having melded some of their own ideas with great ideas they took from Greece—the cradle of democracy—the Romans developed ideas for governance some of which inform our very own to this day...

At the core of English speaking peoples are the Anglo Saxons, Vikings and the Celts. And they have spent a lot of time fighting each other over the years. Interesting to note that the first Island invaded and conquered by the Normans was Sicily. They took it back from Islam with support from the Pope. Then they invaded England and ruled over the Anglo Saxons. My Scottish Celtic ancestors fought the Vikings for hundreds of years.
